Klitschko: split of responsibilities between elected mayor and appointed head of city administration leads to denial of Kyiv self-governance

As Kyiv Mayor Vitali Klitschko stated in his Facebook post, a split of responsibilities between elected mayor and appointed head of Kyiv State Administration will lead to denial of self-governance for Kyiv.

“Yesterday evening I met with President Zelenskyy. We talked quietly. President confirmed the rumors that have been circulating for some time now about a division of responsibilities. A power to fill the position of a head of Kyiv State Administration rests upon President and he is planning to appoint ‘his’ person.

I am saying thank you for advance notice and letting me know personally, not through media :) ,” said Klitschko.

“Again I emphasized that restriction of executive functions of an elected mayor signifies a return of Yanukovych’s approach. It leads to deprivation of the right of Kyiv for self-governance. While Kyiv mayor is denigrated to a decorative role, the city is governed by a person passed down rather than elected by Kyivans who bears no responsibility whatsoever towards the community.

No way this can happen in any European capital city.

I am confident  - and I have said that to President - that if it is so important to have an ‘insider’ mayor of the capital city, why not set early mayor election? Let the Kyivans elect a mayor they can rely on,” stressed Vitali Klitschko.
